How are these pictures made (print of program code with perspective)?

Well, it's clear that Photoshop will help, but I'm not an expert in it. Perhaps there is some online tutorial on this topic, but I could not find it. Tell me where to dig?

1) create a 500 by 500px document
2) create an almost black layer.
3) add Gaussian noise to it to taste (filter)
4) make an inscription and colorize the code in the desired colors
5) convert the text to curves - (this way texts are better deformed than when they are transformed with a text object, letters always jump)
6) to the selected layer with curves apply a perspective transformation by pulling the corners in the desired direction.
Method 2.
Type the code where you need with any backlight and take a photo of the monitor

everything. Unfortunately, it is impossible to teach you how to search for tools in the interface. You won't understand anything.

Lol. You also gave a link to a service that does this. Copy-paste on the main page ( instacod.es ) the code into the form, in the preview window you can rotate the picture as you like.
