How to make an entry in queues so that it is not moved by dynamic entries?

The essence of this

Mikrotik authorizes subscribers through hotspot and adds their IP and speed to simple queues.

Now there is a service to which subscribers should get without speed cutting. If I create a rule with a dst address in Simple queues, everything is ok. But new subscribers are moving the rule down. In the final account in a day - two the rule is at the very bottom and, accordingly, does not work. How can I fix it so that it does not go down or how can I do it more correctly?

Authorization of subscribers occurs on a radius. Accordingly, all hotspot settings do not work.

Well, correct the addition of new rules so that they are added at the end, and not at the beginning
