How to make an arrow above the button to accompany the user on the site?

I noticed that users in my web application are having difficulty understanding the interface.
And I want to direct the user one by one through the interface elements needed for configuration.
My vision is an arrow that blinks (moves) over the desired button or interface element.
Please advise how this can be done.
