Only if this option is supported in the laptop BIOS, then not on all ports.

Go to the Control Panel, at the top where Category select "Large Icons"
Go to Power Options, next to the selected option, click "Configure power plan" - "Change advanced settings"
In the window that opens, find the line "USB Settings", open it and nested under it "Parameter to temporarily disable the USB port"
Switch "Value" to Disabled
Reboot your laptop and try to charge your phone in sleep mode
