How to make accessible websites?

Please tell me where you can read in depth (preferably in Russian) about how to properly layout sites, taking into account accessibility, so that screen readers understand, I know that there are some attributes for this.

What you are asking about is officially called WAI-ARIA.
Here you can download a free screen reader and use it to test your sites by navigating through them using tabs, as well as opening a special menu using hot keys (the application command button that you assign, by default, ins + f7, or f6? Not I remember exactly :-) )
