You can read articles like this
one. If I remember correctly, on one of the sites I used qTranslate X (and maybe Polylang, as in the answer above). But this only works for dynamic information (the one stored in the database).
For static text, I implemented the functionality as in Bitrix - on files with arrays for each language. I did this because I couldn’t deal with WordPress translations. I didn’t have a corny application in which to create language files.
