In Mikrotik, the hotspot package and the settings in the corresponding section are responsible for this. The hotspot is easy to customize to fit your needs, insert js or other code executable on the client that can redirect from the welcome page somewhere further.
Hotspot can be configured through a regular wizard and see what's what.
