I mean that the website database is presented as XML files. The main idea is not to use a subd to reduce the load and simplify administration.

well... imagine that the xml-file is a record in the database with its fields and attributes, and that's all. You slip the data into the desired template. voila.
There are also ready-made solutions, static site generators (although it so happened that most of them only support YAML).

Theoretically - yes. XML is used to store information. XML as storage + CSS to show how it should be displayed and the static page is ready.
On serious projects, there is a DBMS on xml. You can come up with your own.

There was such a Template CMS from our compatriot, where the database was implemented on XML files, just like that. Now it has grown into Monstra CMS , as far as I know, retaining many features, including the database on files. Read the sources or take them as a basis. There was a very good implementation, as far as I remember.
