So you make up the technical specification, and you choose whether you need some kind of fixed container (you can do it in% or vw on the big screen), or with a fluid like Amazon.
For fonts - read the basic typographic principles about how many characters in a line are comfortable for users to read and proceed from that.

break it down into media queries and make
the font by eye, if there is no design
in chrome and safari there is an adaptive design option, you can look at 4k
