How to make a video proxy for Google Drive?

The point is this. I upload a movie to Google Photos, and then calmly watch it from the disk. very convenient from smart or tablet on the road. but I still want to watch smart TV. You just need to create a playlist with content from one folder. But with their api you will break your head. Thanks in advance
