How to make a video hosting with support for the main codecs?

Good afternoon.
There is an idea to launch a video site, not large-scale, but for a rather small audience.
How to make visitors able to watch videos on mobile devices?
Do I need to convert the video to all possible codecs myself or are there services for this?
Also, which codecs do you need to support?

If all the video will be converted manually in advance, then it's generally simple. Imagine that your video is just plain static. Take any shared hosting with a normal disk space (shared is better because it is cheaper per gigabyte hdd), connect the player (jwplayer, flowplayer) on the page and go)

From codecs, deal with the h264 options, there are restrictions for debilniks.
