Another option: VPS / VDS somewhere. At the same time, two tunnels to it (OpenVPN, PPTP, any one will do) - through different providers. When one link goes down, you need to quickly switch the default route to another tunnel. Organize NAT on VPS/VDS.
In this case, the TCP session between the PC and the server on the Internet will survive, although there will be a lag for the route switching time + the TCP packet resending time.
