You either need to place the catalog component in the root index.php file, or place it in a separate include file.
And, accordingly, correctly configure routing in urlrewrite.php: so that when accessing addresses like /catalog/#ELEMENT_CODE#/, Bitrix accesses the catalog component located in index.php or the included file.
Also don't forget to set the paths in the settings of the infoblock and your catalog component.
