There are users who connect to the server by ip address and port 2130
we want to buy one more (it turns out the second) ip address from another provider and distribute to users not an ip address but a dns name. So that they can type dns name and port 2130 in the device. And connect two ip addresses to the dns name and so that when one provider fails, they are transparently connected to the second ip of the second working provider by the same name. Here's how to do it right. There is Mikrotik equipment if anything. There are ddns organizations, but if you contact them, then whom to choose, you need accounting papers and so on for reporting. and who will be the most reliable for Russia, and so as not to fall under sanctions!

Option number two:
Microsoft Azure has a Traffic Manager Profile. Specify two points (monitoring endpoints) in the settings. I don’t remember if there are ip or dns names, but that’s not the point. After the configuration, you will be given an address like youdomain.trafficmanager.net
Routing methods (ala balancing there abound).
Give clients the address youdomain.trafficmanager.net:2130 and everyone is happy. Works well with VPN clients too.
