How to make a tunnel through a car?

Hello, I understand that the question is simple, but the google solution did not work.
The problem is this:
there are several machines:
1. Virtual machine with Windows, a VPN connection is raised on it (let it be 10.242.218.200)
2. Virtual machine with RHEL7, access to it only from machine 1 (10.242.218.242)
3. Virtual machine with RHEL7, access it can only be accessed from machine 2 (10.242.218.244)
Actually, the task is: to forward ports from machine 3 so that you can watch them on machine 1. Actually, from Windows (the software you need is win-only), I connect to machine 2 using Putty.
I tried to make tunnels in Putty, i.e.5b0d714d26e5c343231591.png
I connect to 10.242.218.242 with the specified settings, then netstat -tunlp I see that there is a listening port 127.0.0.1:8080, but when I try to request data from it - silence. What am I doing wrong? Unfortunately, the resource access policy (that is, allow access from 1 to 3 directly) cannot be changed.

for the tunnel to be in the direction you need, the port in putty must be local.
