How to make a translucent (through) outline for form elements?

As conceived by the designer, the form elements should have a stroke that seems to show through the background of the parent block. Any ideas how to implement this?

My advice to you - tear off the hands of the designer.
You can do it through canvas, but you will have to suffer.
