How to make a total for the entire TV site?

The site consists of several pages. You can select a city in the site header (SELECT tag). I want to make it possible for the admin to change the list of cities.
For adding/removing/changing list items, I used tv with migx type. But there is one problem. tv are distributed to one template. And I need it for the whole site (for all pages at once). The list of cities is in the header, and not on any particular page. How to do this? How to make tv with one value for all pages?

tv is not an option at all in this case.
can be used for this case and not only ClientConfig
or just save the list in the settings.

Well, take this TV into a chunk, which is on all pages. Usually for a header, this is header.
You can hardcode it, you can do it like a list of unpublished resources via pdoResources. Lots of options.
