How to make a terminal from a desktop?

I remember that back in the Hacker magazine for 200_ there was an article that, very soon, computers at home will be very low-powered with an extremely small amount of RAM / ROM. There it was explained by the fact that history is about to make a turn and computers will return to the "terminal-mainframe" system. As you can see, cloud servers now do not use only irons (the exception is those Chinese ones with Wi-Fi).
And here, in fact, the questions:
Is it possible now to place the computing power of a computer with Win XP \ 7 in the cloud, having a computer in a tiny case on the table?
And the same thing, but with raspberry pi and, accordingly, linux?
If so, how developed is all this and are there any working services?
How to google it right?

With RPi under Raspbian, everything is much simpler: it
runs mozilla on the server, but it will be displayed on raspberries.
the rdesktop application is installed and also connected to any computer under Windows:
rdesktop -u user -f 192.168.1.10
