How to make a static IP from a dynamic IP?

Hello everyone, this is the situation, I want to make a server at home (I think to do it on raspberry pi), but I don’t have the opportunity to get a static IP from the provider, can I somehow make a dynamic IP static? Are there any solutions to the problem? Thanks in advance.
PS - I saw that you can configure a dynamic IP as a permanent static one for this device, I don’t know whether it’s a duck or it really works.

Any router has had at least one free DDNS for a long time - you stupidly check the box and write the name.

If the IP is dedicated, usually from providers with a connection type (DHCP), then something like https://www.noip.com/
will do. If you are behind NAT, then you need an intermediary, VDS with a VPN server.

Only if you buy a white dedicated IP address from the provider.
VPN? DDNS? The same no-ip provides the ability to access white dynamic IP addresses by domain name.
EMNIP this can only work if the provider distributes addresses with "perpetual lease".
In other cases, such a binding will work until the first address change.

I used to do this before, there was a dynamic ip, but with binding to domains.
The binding was through yandex dns, they had an API, so there were no problems.
But they shut down their pdd.yandex.ru service, and its new version, connect.yandex.ru, can't do that.
Maybe there are paid DNS hosting, I don't know.
