How to make a small call-center at the lowest cost?

It seemed to me at first that a fairly typical task arose: to put up to 5-15 people (first 1 division, then 4) to answer calls, and in such a way that with each call a card with the caller's data pops up in front of the operator (I will predefine the fields), there there should be a history of the calls of the caller. In fact, nothing more is needed. When a call is received, it is forwarded to everyone (who is not busy) at once, along with the pop-up of the card. And for such a simple task, I could not find a normally working solution.
In sugar, in general, after installation, there is a white screen and nothing can be done about it, vTiger is too heavy, you can’t remove call notifications, it’s impossible to call from it, I’m not sure that you can configure the appearance of a popup only for those who are not busy, SuiteCRM does not set up outgoing calls and pop-ups do not work normally + styles are gone, AsterCRM has not been developed at all for 4 years.
Maybe I missed something or there really are no simple solutions and I have to write it myself? In this case, you can simply take any softphone, drive the routing into Asterisk, dial the server / clients for the plates, send a notification about the call with Asterisk, and the server will decide for itself who and what to send.

but in general the integration of telephony with CRM is a gloomy business, everywhere I saw it - self-written or self-written integrations, even in Salesforce not everything is simple
