How to make a site layout specification and is it necessary?

In my opinion, if the designer himself does the layout of the site layout, then this is superfluous. Yes, even if not, it's all the same in the presence of a modular grid, which is used by any sane design already behind the eyes.
If the layout is more complicated than that in the example (and in the example it is simple), then you will get tired of making this specification, and it will take a lot of time.
So my personal opinion is that this is all a waste of time, which does not speed up the development in any way and, moreover, does not affect the quality in any way. And therefore, it is justified only if you are an enthusiast and want to cause an orgasm with a rainbow from a colleague.
