How to make a server with remote access from a laptop?

The task was this - to set up the parsing of the semantic core through the assembler programs, provided that it works 24/7. Before that, I had been using my laptop for several days, but it was terribly inconvenient, because. I have a poppy, and the program is only for Windows, plus it was always on.
Therefore, I want to connect an old laptop to the network and set up remote access on it, so that at any time you can log in from any device, configure and enable parsing, and it will work for itself 24/7.
