How to make a responsive layout that changes depending on the screen height?

I need the layout to change depending on the height of the screen. I found a way to add a new layout-swXXXdp. But this is for width, sh - doesn't work. sw doesn't fit since Redmi Note 7 and Nexus 4 have the same (almost) width, but the content doesn't fit into the Nexus 4 in height. How to be?

Either a dragging interface or a scroll. You can also programmatically determine the height and adjust the dimensions in runtime. But it is difficult, only in extreme cases.
