How to make a regular SMART TV without set-top boxes?

In stock:

  • Ordinary LED TV without SMART-TV functions ( telefunken tf-led40s28t2 )
  • HDMI cable
  • PC
  • Android phone
  • Android tablet

I want something similar to Chromecast. Yes, not like that - this is the ideal of what I'm looking for.
For example: on a PC, a software program hangs in the tray, which outputs a powerful media center to the second monitor (TV) via hdmi. With YouTube, games (there are a couple of joysticks), music from the Internet and other things that are present in smart TV. Ideally, you can manage it using your phone and tablet.
Windows 7 has Media Center, which is great and I would use it, but it's only for local files.
I'm not going to switch to Windows 8-10 with their "tiled-tablet interface" yet (don't ask, technical problems. That's another question).
I don’t consider buying some set-top boxes, flash drives and a new TV.
Come to think of it, can't a PC do what a flash drive-like set-top box can do? Maybe.
Advise options, software, any solutions. Thanks in advance.

And in vain, such things are customary to do just that. Buy a USB media player and plug it into your TV.
