How to make a redirect from someone else's site if there is an open redirect on it?

Let's say I have a site evil.com, I want to redirect users to it through another person's site - test.ru .
Google example:

How to do the same with a regular site?

Not all sites have open redirects. Look at sites with vulnerabilities, maybe your site is on the list there. As an example, openbugbounty.org
