How to make a raspberry web server with WiFi access?
Hello! I need to make a Raspberry Pi an access point that will host the site, i.e. Internet connection is not required.
I found several similar instructions, of which the best one is:

When you turn on the raspberry, a wifi network is created that you can connect to, everything is fine.
But it turns out to go to the site 1 time out of 10. (In this case, the address is 10.10.0.1/)
That is, we reboot, connect to the network (always 100% working), go to the site at the address, we get the error "Web page is not available" , after the ~ tenth reboot we see the standard "It works". How to understand why this happens? How to achieve reliable performance?
