How to make a pie chart with a background image?

Good afternoon. There was a need to lay out a pie chart with a background image so that you can edit the percentage of filling. I tried to do it using SVG, but my poor knowledge in this area did not allow me to implement it. And you need a solution without using jQuery libraries, you can use vanilla JS, or using VUE.
UPD: The translucent background under the diagram is just a separate image, which may not exist. I'm only interested in charting.
UPD 2: The shadow can be sacrificed, this is not a problem.

IMHO, the easiest way is:
javascript is not needed there at all - it was added purely for interactivity.
