How to make a permanent link to a file in SVN?

Dear colleagues!
Can you please tell me how to make permanent links to files in SVN?
For example, at the moment my link looks like this:
172.29.15.15/svn/OFFICE_WORK/Trainings/123.xlsx
It works until the file is moved to another folder. This is very inconvenient, since you have to update the documentation and the registry according to the documents.
I know that in Sharepoint you can make a setting in the admin panel that assigns unique IDs to uploaded files and generates a link to the document by this unique ID.
Is there a similar mechanism in SVN?
