How to make a new entity like comments?

Hello.
Standard wp comments have been converted to reviews, but there is a need for additional moderated comments. What is the fastest way to implement this?

Create a new custom post type
Create custom fields (you can use ACF)
Add a post form in the post template Post is saved
as draft
