How to make a multilingual site?

I want to make a multilingual website with Chinese lessons. To start in Russian and in English.
How best to implement it? Should I make different entry points? Do it better on wordpress or what?
I have little experience. For money I will order later, but I need to have an idea. Does anyone have any successful ones?

As for me, the easiest option is to use wordpress + WPML - this is a paid plugin but very convenient.
Another (free) option with worpress is to do multisite and use, for example , Multisite Language Switcher
, there are several more solutions, but I think these are the most suitable.
