Should not be doing that. Use a template well adapted for smartphones, or make your own on Bootstrap. Its capabilities are more than enough. Just start designing your site from mobile devices and smoothly move to wide screens.
It is not worth linking two WPs to the same database, it is better to set up synchronization of posts between two separate sites. There are various plugins for this.
In general, if a separate mobile version is still needed, then it is best to make a separate lightweight site without engines like WP, which will take content from the main site through the WP REST API. But again, you don't need those hemorrhoids.

Probably it all depends on the site and its target audience .
For most sites, a normal responsive theme without any subdomains is enough.
There are plugins for this. They simply connect another (mobile) theme to the subdomain.
