What is the difference between an anchor link and an anchor link?

Hello! In many books and blogs + articles I read about links and in many places they wrote about both anchor and anchor links. What is the difference? They do the same function. Is it like slang or what? Maybe I'm actually confusing something.

Hint: anchor in English means "anchor". Accordingly, some translators simply translated it, others left it as it is.
