How to make a mobile hotspot?

You need to organize a mobile Wi-fi access point with a start page (captive portal). On an android phone, as I understand it, it cannot be done (the start page is not supported there). On what other device can it be organized? Requirements: portability (battery operation), small size (laptop/netbook not very suitable due to size).

ESP8266 with Nodemcu firmware and the corresponding library can do this. If you completely write your firmware, then everything can be set as it should. The size is extremely small: you can keep within 10x10mm, not counting the wires, battery and antenna. I understand that the key point is to show ads and not give access to the Internet.
