How to make a line in a section?

The story is like this, I learned to make up for 3 months (not every day, sometimes I didn’t even practice for weeks), it turned out well, despite the long breaks! But as soon as I realized for a couple of days that it was time to go out and try to find the first customer, I wrote a couple of options on the freelance exchange, I decided to choose the simplest one to start with. I found it, everything is simple (everything can be done on the bootstrap in a couple of hours), but one correction is how to make this strip in the maine?
On the image, a line emerges from the background image and flows into the new section. (I didn’t show the layout in full, you never know :) )
Make the first section through a pseudo-element, and rotate it, as I understand it, but how to let it go further? After all, when the screen size changes, it will move ....
