How to make a leaflet for a publication cross-platform and cross-screen?

Hello, dear colleagues.
Faced with the task of implementing a catalog view on the company's website in the form of a so-called "leaflet".
Those. as well-known solutions based on Flash.
I heard that such solutions have recently appeared not only in Flash, but also in JavaScript.
But it is necessary that:
1) it is possible to view such a “leaflet” on the site for users from all devices (i.e. desktop computers, smartphones (iFon), and tablets (iPad, Android, etc. OS) ;
2) there was no limit on the number of pages;
3) the solution was free (if possible).
Due to the fact that I am new to your community, please excuse me for possible typos and other errors.
I will be very glad to all comments. Especially - with wise reasoning about the pros and cons of a decision.

if you need cross-platform - then throw away flash.
on modern javascript + HTML5 you can do a lot, and even more so for a leaflet

Perhaps Mozilla PDF viewer will help you with this: mozilla.github.io/pdf.js/web/viewer.html
It works right in the browser on JS.
