How to make a good online store .... we can’t do it for 2 years already?

We don’t know how best to proceed in order to make a website, since one studio has already deceived us.
We signed a contract for a turnkey website with design.
It seemed to be going well, we started with the design, although later it turned out that the PSD files of the design were not provided to us, but the design was corrected already at the layout. The design turned out to be three.
They lured money out under various promises and pretexts, and when almost everyone got it they said that they would finish it only for additional money. Deadlines have been missed many times.
As a result, some of the functions of the site do not work or are buggy. We need a new design. The site is slow.
Experts said that it is easier and faster to make a website from scratch than to finish this one. And freelance was recommended.

On freelancing again a surprise - one freelancer made up the main one and disappeared from freelancing. The second missed all the deadlines, makes edits once a week and it is clear that he will not be able to cope, because. the quality of work is terrible (crooked, errors, etc.). And the commission on the transaction has already been paid 2 times!
Many suggest dividing it into stages: layout, website, synchronization with 1C, forum, etc. But of course I want to get everything at once, because. I'm not afraid that they will make layout for me and run away, while others will not do it any further. they will say that there are a lot of mistakes in the layout and they will blame everything on the first.
I'm in a panic. The director threatens to fire me...
At the moment: the new design was done separately. We want to do a separate valid layout. Then look for someone who can put the finished layout on the engine, fill in the goods, etc.

In general, I would listen to the other side. Because with the design, troubles and a lot of time usually goes away when the customer starts: fix the corner here, and here I want a thicker frame.
Usually, if the order is urgent, I immediately tell the customer: either the design will be at my discretion, or here are 3 templates for you - choose, it will not be possible to change later.
Why do you need a forum on the website of an online store? Maybe you have a mega-TK for 200 points there and you want a lot for 3 kopecks.
Does your director approve everything himself? If yes, then freelancers feel that you are an intermediate link, they don’t decide anything and they blame you, freelancers love to work with the end customer.

1. Get a Google Analytics certificate for commander or general leader (for successful delegation of tasks to employees and obtaining adequate data)
2. Obtain a traffic certificate (certificate):
2.1. Base adwords
2.2. Advanced level (kms and dynamics)
2.3. Yandex direct
3. Listen to an academic course on information retrieval + what a thread is a watery course on seo (I won’t give exact recommendations - public placement)
4. Transfer the full structure and logic of the site (based on the course on information retrieval and the ontology map section) to encoders. It's hard to miss them - for the most part, adequate people.
5. While the site is being made, start product analytics in excel and gradually translate all Google analytics, several traffic hypotheses will be born in my head.
6. Don't hire seo specialists, 90% of seo money goes up in the air. Enough technical optimization of the site (in the public there is an instruction for auditing the site for 200 of those seo factors)
7. Hard advertising, of course, but - buy Bitrix and pull a standard template on it. Unload the goods, and customize the visuals for yourself.
8. Heat up the stigma before talking with visualists (art director, user-user, designer, etc.), don’t listen or watch what they offer at all, the only criterion of truth is Google analytics and sales growth or growth of the subscription base (for email follow-ups), everything else from the evil one. Give 3 opportunities to make a mistake with the correction through AB tests of the situation, with mandatory branding in the intervals between tests.
9. Launching contextual search and display advertising.
10. 1-5 years to clear traffic channels (depending on the niche)
11. Stay within the rules of operational management and timing.

At the same time, you can order a consultation with a lawyer and show the contract to him so that he identifies "weak points". You also need to clearly identify the contact person of your company who will negotiate and accept the work. Because the more intermediate "cells" in this process, the longer and more difficult the project will be. In studios, for any project, an art director (project manager) is appointed for these purposes, and there must also be such a person on your part.
Easier, cheaper option
Open a freelance marketplace. If you have money - go to upwork.com or freelance.com with the note "we are looking for a Russian-speaking performer" for the task. These sites have stricter rules and a greater chance of getting a highly qualified specialist. Be sure to look at ratings, reviews and project history.
If you don't have much money, take Russian freelance, but the "entry threshold" is lower and the quality is worse. Plus threw more.
Also in this option, I recommend looking for a normal specialist who would help you conduct the entire negotiation process. A specialist is needed with an understanding of the technologies used in online stores and so on. Such a person will protect you from a situation where you will be covered in cold sweat and horror from not understanding such crap, like "we need to refactor the script code in the frontend, so we will hand over the project 3 weeks later."

It is not necessary to order layout separately from the site - if a person who does not know the engine is typesetting, then there is a high probability that you will have to remake a lot from scratch. Look for a performer with a normal profile (reviews from real people, not fakes, a long time of registration on the exchange, portfolio) and agree on a turnkey job. Although you can’t tie the forum to insales (there is very limited functionality), but in general, what the hell did it give up to you? You will have 7 posts in three topics and 5 more empty topics with them, while the work for the artist is twice as much as with one showcase. In general, make a minimally viable store without quirks - it will be faster and more reliable, then contact the same developer for improvements. Of course, if the forum is so important, then first describe in the requirements that it will need to be fastened in the future. They write the truth from above - that 50% of the jambs are from the customer, for the design in general, no one needs it except you, customers are interested in good prices and quality of goods and service, so that they would be brought to them on time.
And also a good option - choose a store that you like (one of the competitors) - call the one who made it and order from him - 90% of our customers come like this. Vasya calls and says - oh, I saw the store you did, everything is cool, I want the same.
And as for slowing down - you need to look at what kind of CMS and what kind of hosting and how everything is set up - as a rule, the problem is more in optimizing the store for loads, we again have about a hundred stores on the server - and everyone is flying, just the engine and server are optimized. For large projects, VPS or VDS is rented.
In general, you are simply unlucky to stumble upon unscrupulous performers several times, just sort through them until you find a sensible one.
I would not recommend services like inasales - I don’t know a single store that would be in the top and would use a platform for development, it’s the other way around everywhere you look, boxed solutions, because an online store is primarily a CMS + improvements to it, there are always improvements , but insales has a problem with this. For example, one client has 6 prices for goods, another has special discounts in the basket when buying 3 or more items of goods, the third has a parser of goods from the Yandex market, the fourth has price synchronization with their other store - all this cannot be done on insales. Take boxed solutions and, above all, a good performer with a portfolio.
And as for the timing, we now have a fine of 5 tr in a large project. for a day of delay, it is very motivating to hand over everything on time.

I may upset you, but a unique design, synchronization with 1C will not make an online store good.
From my experience I would recommend:
After 3 months, think about additional functionality and select a performer. By that time, your fantasies will fade away and there will be a clearer understanding of what needs to be adjusted.
