How to make a frame with an icon in css?

Can you please tell me how to make a frame with an icon as a decoration.
Googled only how to make the whole frame from the icon, but it is needed only as a fragment with solid lines around.

Frame the block on all sides except the top. Pseudo-elements make two pieces of the frame. Place them on top and give them a size. Inside the block, put an element with an icon and place it on top absolute.
