Actually the question is how to make a floating docking toolbar in c#?

Put this toolbar on the panel (the element does not have a fixed position on the panel and can be freely moved there) or simply attach it to the main window, raise it higher in z-index and set the parking logic for it. Type "when approaching the edge of the window, set the coordinates such and such."
