How to make a file from psd?

Very, please, tell us how the verst of the site from psd happens.
So I downloaded a psd file, but I don’t understand what to do with it. There are layers inside, etc. So I cut the psd file, saved it to the web, an html file was formed with my layout, but the site was made up in a tabular layout. pull out all the pictures from the resulting "save to web" file and type everything yourself? Or does the file remain in the tabular layout.?
Please for more details!
PS I know about a huge amount of material on layout from psd, but I did not find information from where the author of the material takes pictures for the site

You apparently do not understand how the layout process itself takes place. Of course ... you have to make up everything yourself!
No. You have to pull out the pictures already from the psd. You open psd, select the image layer and save it as png/jpg. Save pictures / icons / patterns all separately in a folder.
And you need to type everything with pens!
On the Internet, there is just a huge number of tutorials / video channels where everything is simply told step by step, any student understands. Any request on YouTube - site layout from psd will lead you to the right actions and decision
