How to make a dynamic arrangement of panels with articles on the site?

How can I implement dynamic layout of articles?
Or is it all done by hand?
So that there is a minimum of empty space, and there is such a "random" layout according to their location
By analogy with google keep
Application on react, layout is all on bootstrap
Maybe there are some libraries for react'a for this?
Or do you need to implement it yourself with a bunch of JS, CSS?
