How to make a demo access to the site admin panel?

I can’t figure out how to make access to the WordPress admin panel, where a person can see everything (or almost everything), but can NOT change data: save articles, delete posts, etc.
In fact, demo access to the admin panel - you can see it, but not change it.
Tried the User Role Editor plugin - so he can't seem to do it.

Make a copy of the site, give access to the copy, and threaten with your finger not to touch anything.
If something touches - hit the impudent fox face, and roll back the backup to the starting point.
