How to make a copy of the Opencart store on a local server?

It is necessary to copy the online store created on CMS OpenCart to local hosting.
I found this instruction, though for NOT local hosting:
1. copy the entire site to a new hosting, make a database backup in phpmyadmin.
2. if you deleted the install- folder, you upload it to the new hosting as well.
3. you clear the config.php and admin/config.php files on the new hosting so that they become empty
4. you install opencart on the new hosting as usual

5. via phpmyadmin on the new hosting you upload the backup merged in the first step into the new database

Your problem is not with Opencart, but with the local server settings.
