How to make a CMS for a specific site?

Patient: pb-13.ru
Task: attach any CMS to him.
Question: what is the best choice for a site of this type? Any particular CMS? Or write it yourself?
If the latter, in what form should it be done? Just a menu with a page selection for editing, and for each page a WYSIWYG editor and a save button?
Perhaps there are some ready-made solutions for tasks of a similar plan.

It is better to choose a CMS, almost everything is suitable for such a site. Choose simply at the level of convenience of the admin panel for yourself. I prefer Drupal

Make a site on Wordpress. Choose a suitable simple template in the catalog (it will be difficult of course). Next, recreate the structure of the pages of the site, and then transfer the content of the pages. In the settings, you can specify that the main page is a static selected page.
