How to make a cloud, from an old computer, for your site?

The bottom line: there is a website, it is hosted, there is an old computer. I want to make storage for files that will be uploaded on the site from an old computer. It is possible to completely transfer the site to a computer and refuse hosting. There is a dedicated ip.
Tell me how to implement this, preferably on windows (I'm not friends with Linux)? The site needs php/mysql. Maybe you can install openserver and configure it to create an external server, instead of locally? In general, tell me, please, what to do in this situation?

The cloud is (in simple terms) storage on the Internet without the details of how it works. Your situation is exactly the opposite. The computer is your own, and not somewhere on the Internet (as they say, in the clouds). Plus, you will also configure it and deal with all the technical details. That is, it is never a cloud. So don't use this term.
There is another term for what you want - NAS , i.e. file storage. And in your case - home file storage.
How to make your own NAS, this topic is very extensive. Two words will not do, and the answer will not fit. But I gave you a direction for googling. The keywords "nas vault" will do, and so on. You can add "do it yourself" and the like. In general, I will not teach how to google. It’s just that it’s not completely clear what exactly you need, why the site, etc., that is, what problem you are solving.

You - continue to use hosting, it is about people like you just written. What you want is possible and, in principle, often done for various reasons, but is never done on Windows (well, except for those developed for testing their sites).

If the location of the server (distance to the end user) is not critical, then indeed, as many people advise, it is best to rent a VPS somewhere in Germany, France, the USA / Canada - prices are cheap there. Raise centos+nginx+ftp - if statics (files) are planned, then you don't need php, MySQL. This will save you RAM for the file cache. In this case, VOLUME and TRAFFIC are important to you. Search for "Storage VPS"
