The question does not explicitly state that the first battery and the second battery are the same battery. So it is still premature to suspect the author of ignorance of the ZSE. Now, if he confirms this, then ...
And if he specifies that these are two different batteries, then let him explain what he sees the point in such a complex multi-stage energy conversion.

No way. All circuit elements known today give less power at the output than at the input. If you want to assemble a perpetual motion machine - go to quantum physics, there are divergences there ... And leave electrical engineering alone.
