As far as I know, there is no such functionality in RM itself, but you can ask those who create tasks to assign them to just that particular user, and he will already reassign them to the desired performer.
In theory (I didn’t check it myself), you can still install such a plugin , which will allow you to assign a default artist automatically.

There is no such setting directly, but if the user sets the "Notify me of all changes in all my projects" setting, then he will receive all notifications in general. Incl. and new unassigned tasks. Next, you can set up a sorting rule on the email client.
The crutch, of course, will fill up with notifications. But if there are relatively few projects and several mobile clients are not used (for example, an employee checks mail both on a laptop, and from a phone, and from a stationary workstation), and there is no need to hide other notifications from this user, you can try. Although the number of conditions is large :)
