How to make a call without displaying information about it?

I want to create a widget that will only do one operation. By clicking on it, a call should be made to one specific number; after the handset is picked up at the other end, if it is not hung up after the timeout, programmatically hang up the handset. Is it possible to do this?
And the second. Can I programmatically decode, for example, the tone dialing that will be sent to me from the other side?
