How to make a bilingual site on two domains and not run into search engine sanctions?

I started translating the site into a second language, a version on a different domain. Now the English version, of course, has a lot of Russian text. I read that it is necessary to give links to translations,
but how else to explain to search engines that the English version is a conscious clone of the Russian one and should not be considered that this is a duplication of content? everything will be translated for a long time, but I would like at least the main one to appear in the search and when requested in English.

Not sure what is possible. It would be better if they did, for example, yourdomain.com/en and yourdomain.com/ru, then everything would be decided by a simple description in robots.txt

Just lay out the product in parts. The English version should not have freely available pages that have not yet been translated. All of them should be temporarily 404.
