How to make a background-image with content inside?

There is this block in the layout:

It must contain some content.
The question is, what is the best way to do this? Just set the background to the block and adjust the padding or is there a better way? And what about adaptability, if the content takes up more height with a smaller screen width? I can't think of anything other than replacing the smaller width with a simple background-color instead of background-image.

make the content on a green background, make a brown border on the border, and the rest as a background for after and before
