How to make 2 desktops on 2 monitors with their own active windows?

Is this possible without virtualization? So that 2 people can go about their business behind 2 monitors and 1 system unit?

On Windows, you don't untie the controls so that each desktop has its own mouse and keyboard. So some kind of virtualization is needed to do this.
